How exclusivity works

The zone was cut into slices before the first seat sold. Streets stay together so you knock a block, not a scatter; the best streets are dealt across every slice so the last seat is as good as seat 1. Seat k gets slice k — there is nothing to pick and no way to get someone else's homes.
